This diagram gives an indication of how to install the hPS on to a cooling tower to comply with L8 without using chemicals as a biocide.  As chemicals become increasingly ineffective, the hPS units are becoming increasingly important.  It is not possible for any microbe to become tolerant or resistant to being ripped, shredded and vaporized during the cavitation process.

Water treatment in cooling towers and stored water systems is a question of minimising the risk from contamination against pathogens such as legionella.  In an age where chlorine has become almost useless against legionella, thermophilic microbes shrug off pasteurisation and metal eating microbes (MIC) are inactivating chemicals - only the hpS is able to carry on keeping water safe.
